Professional Study: Administrative Studies
Acquiring the professional title of: Bachelor of Public Administration (baccalareus/baccalaurea)
Location of study: Bana Ivana Karlovića 16, Gospić
The main objective of this study is to train professionals for administrative and legal matters in state and local government and self-government, and business organizations.
Professional Administrative Study runs in six semesters and lasts three years. The sixth semester includes professional practice and writing of the final thesis. It is performed as both a full-time study and part-time study. All course activities are evaluated in accordance with the ECTS system. The course activities of each semester are equal to 30 ECTS points, so that the student until the end of undergraduate program must achieve a total of 180 ECTS points.
EMPLOYMENT OPORTUNITIES
The completion of the Professional Administrative Study provides employment in jobs of administrative and legal affairs in the state administration, as well as regional and local government, as well as independent performance of legal work in business organizations, and the performance and conduction of other jobs in industry, government, and regional and local government.
Expected learning outcomes of the Professional Administrative Study
1. Shape organizational culture by applying techniques for improving organizational behavior
2. Use digital tools, knowledge and techniques in the process of business optimization and rational management of time, human resources and material and financial resources
3. Evaluate processes in public organizations with regard to the inclusion of ethical rules and rules of responsible behavior
4. Communicate with experts and the general public in a foreign language, applying legal terminology in the interpretation of legal institutes in the Republic of Croatia, with special reference to public administration, i.e. public management
5. Apply the learning skills necessary for lifelong learning and advancement in the acquisition of higher level knowledge
6. To compare institutes of general administrative procedure with institutes of special administrative and other procedures in the Republic of Croatia and the European Union
7. Critically judge the rules of administrative procedure and administrative dispute and procedural actions in administrative procedure and administrative dispute using valid legal argumentation
8. Manage a public organization, i.e. societies, institutions and agencies of importance for the public sector, using managerial and organizational skills to improve business processes
9. Create general and individual administrative and other legal acts in accordance with the needs of the administrative organization, applying appropriate nomotechnical standards
10. Analyze the rules of status law, contract law and civil law relevant to the relationship between the public and private sectors.
11. Manage labor and official relations in the administrative organization.
12. Classify the elements of public administration with regard to state administration bodies, local and regional self-government units and other legal entities with public powers in the Republic of Croatia and the EU in the context of the social, technological and economic environment
13. Evaluate the impact of political and economic factors on the operation of the organization and ways of financing local public services
14. To predict the future development of the national administrative system at different levels based on the functioning of the system of state administration and public services in Croatia
15. To foresee the application of general and individual administrative and other legal acts and corresponding nomotechnical standards
16. Manage concrete procedures of public procurement, concessions and public-private partnership
17. Evaluate the financing model of the public administration system based on economic and financial analysis and quantitative performance indicators
18. Propose measures to strengthen the capacity and efficiency of territorial self-government units and other relevant actors
19. To review the role of public service in the Republic of Croatia in individual areas with regard to the legal organizational forms of public services
20. Review the role of the communal economy system and the organizational structure of functions for performing communal activities
21. Assess the role of the public sector in the field of protection of market competition and consumer rights
22. Valorize the legal personality and role of non-profit civil society organizations
23. Create a stimulating competitive environment for the purpose of personal and professional development of individuals and teams
24. Develop self-discipline, work habits and positive attitudes and thinking
