Center for karst – professional and research center

As part of the Polytechnic, since November 30, 2010, the expert-research center – Karst Center has been operating as an extracurricular department. The karst center has been operating as a separate independent institution since November 21, 2005, since the decision of the entry of the karst center into the court register, the Commercial Court in Karlovac, based on the Decree of the Government of the Republic of Croatia on the establishment of the karst center dated July 22 in 2005. According to the decree on the annexation of the Center for Karst to the “Nikola Tesla” Polytechnic in Gospić by the Government of the Republic of Croatia on June 24, 2010, and finally by the decision of the commercial court, the Center continues its work as part of the “Nikola Tesla” Polytechnic in Gospić. The role of the expert-research center – Karst Center within the Polytechnic is to strengthen the professional-research activities and connect the Polytechnic with economic development.

The scope of work of the Center for Karst – an expert-research center refers to the modeling and study of scenarios, economic programs with the acceptance of sustainable growth as a basis for deciding on the development of karst areas, the creation of research and economic studies, expertise and reports, the study of ecological systems and urban communities and their protection from impurity, the influence of people, industry, traffic and transport, leadership, management, coordination of projects in the field of research, diagnostics and protection of ecological systems and sustainable economic development, knowledge and information bases, teaching and transfer of knowledge, lifelong education, consulting and information , organizing meetings, professional cooperation with international and national institutions.

Career opportunities in tourism in Lika II

After the successful implementation of the project “Career opportunities in tourism in Lika”, which met with positive feedback and strong interest, the Lika Destination Cluster, in cooperation with the Polytechnic “Nikola Tesla” in Gospić and the Croatian Employment Service, decided to upgrade the achieved results and continue in a modified format, with a special focus on students as one of the target groups of young people, and the Ministry of Tourism and Sports approved the “Career Opportunities in Tourism in Lika II” project. The goal of the project is to achieve synergy between employers and employees in tourism with the unemployed and young people. The project will strengthen the capacities of the target groups through education, transfer of knowledge and skills, and networking and will create a foundation for acquaintance and potential cooperation.

Culinary trail

The Culinary Trail supports the Danube Region Program and Specific Objective 3.3 by addressing ethnic (its 30 ethnic groups, including Jewish heritage) and local culinary heritage (including viticulture), thus providing significant economic opportunities for remote, rural areas and small settlements, using culinary heritage as an opportunity for the revitalization and diversification of tourism and for the promotion of local economic development and frugal and social innovation.
The Culinary Trail will improve connectivity and cooperation between destinations, services, products and stakeholders, encourage short value chains and quality products from the primary sector.

For this purpose, the Culinary Trail will:

1. collect, digitize and protect the culinary cultural heritage of its 30 ethnic groups (digital catalog).

2. It will revalue, reinterpret, upgrade and link isolated and poorly visible culinary products into a thematic transnational product of cultural heritage, by developing a business model with a transnational brand and franchise for the Danube region, including a transnational food festival and two prototypes (a small river boat and a small cart with food).

3. It will develop capacity building modules and train people from 107 organizations from all 30 ethnic groups.

4. It will develop a collaborative Culinary Trail innovation hub with 14 hubs, connecting stakeholders to promote sustainable and slow heritage tourism, harnessing local resources and value chains, and frugal and social innovation. The center will develop 33 transnational action plans, covering 30 ethnic groups from all 14 countries of the Danube region and risk scenarios such as Covid-19 and the war in Ukraine.

With a balanced partnership covering all 14 countries of the Danube region and all organizations of the quadruple helix, the project will support PA3, PA8 and PA9 of the EUSDR Action Plan and contribute to networking and exchange of experiences between partners and countries with the support of the existing Danube Network of Transfer Centers.

Tesla’s beehive

The “Tesla beehive” project is a new project of the Polytechnic “Nikola Tesla” in Gospić, which acts as a platform for the development and implementation of various scientific, professional and educational activities. Numerous activities that will be held as part of the project are intended for children and youth, family farms, non-governmental organizations, international solidarity, health and sports, the academic community, etc.

The planned activities will be carried out through numerous workshops, lectures, round tables and other forms organized by employees of the Polytechnic NT in Gospić and other stakeholders. Tesla’s Hive will also support other projects and activities aimed at promoting science and education among children and young people (especially STEM fields of science), socially useful activities, providing support to the local community, etc.

Rural animators

Abstract:
Through the “Rural Animators” project, the goal is to create a network of local advisors through which it is possible to attract a far greater number and amount of support, especially from the European Agricultural Fund for Rural Development. Through the implementation of the project activities, 60 people, members of the vulnerable and hard-to-employ group, will be educated for the preparation of tender documentation for the Measures from the Rural Development Program of the Republic of Croatia 2014-2020. (PRR) in order to be able to provide expert advisory services to the local population, i.e. future users of the PRR. During the preparation of the project application, it was detected that the wider area of Lika lacks specific knowledge for the preparation of project documentation for PRR and that there is an exceptional interest in consulting that there is no one to satisfy. LAG LIKA designed the project Rural animators with the intention of educating a certain number of personnel who will be trained to submit applications for tenders on the territory of their local self-government unit, both for private users and for the municipality and city.
The applicant of the project is LAG LIKA, while the partners in the project are the Nikola Tesla Polytechnic in Gospić and the Croatian Employment Service of PU Gospić.
Project activities are: project management, public presentation of the project and selection of participants, implementation of education on the preparation of tender documents for the Rural Development Program of the Republic of Croatia 2014-2020, implementation of workshops on social skills, counseling on employment and self-employment opportunities, publicity and visibility.
The duration of the project is 6 months.
Financing of the project: through Submeasure 19.4. “current costs and animations” from PRR; donation from HBOR through the public tender for the award of donations “I want a job too”.

Tesla for socially useful learning

Summary: The goal of the project is to strengthen the capacity of key stakeholders, increase the number of civil society organizations and higher education institutions that implement socially useful learning, create prerequisites for the continuous implementation of socially useful learning programs and encourage students to more actively participate in solving social problems and community development. By presenting civil society organizations, promoting volunteerism and organizing volunteer actions, encourage involvement in shaping the community and strengthen the professional, analytical and advocacy capacities of students.
The project activities will strengthen the capacities of the teaching staff of the Nikola Tesla Polytechnic in Gospić for the implementation of the socially useful learning mentoring program and will lay the foundations for the continuation of the implementation of the established models. The teaching staff will monitor the results of the inclusion of the socially useful learning model in the courses and the satisfaction of the students involved. During the preparation of the project activities, it was defined that 10 teachers of the Polytechnic will directly participate in the implementation of the project and that the programs of 10 courses will be adjusted in terms of forming a mentoring program for socially useful learning. The project activities are planned to equip the Center to support the implementation of socially useful learning, which will be located at the Polytechnic.

Cooperation on the development program of HAMAG “Network of Student Business Incubators”

In 2012, the Croatian Small Business Agency and the Zrinski Educational Group for the Development of Entrepreneurship in Croatia launched the idea of the “Network of Student Entrepreneurial Incubators” program, which was also accepted by the Polytechnic “Nikola Tesla” in Gospić. The most developed countries of the world as well as the European Union have recognized the importance of supporting entrepreneurship, developing an entrepreneurial climate and creating a framework that supports learning for entrepreneurship in a national and international context. This is of utmost importance at the level of entrepreneurship education.
Business incubation is especially important for the creation of young student companies and support through their most sensitive phase – in the early stages of development. The student business incubator as part of the economic development strategy is an ideal entity that proactively contributes to the direction of innovation and provides a nurturing, supportive environment for students who have good business ideas and want to start their own business.
Small and medium-sized enterprises are crucial for economic development, given that they are the largest employers and specifically employ two thirds of the total number of employees in the European Union. However, only a few of them survive the initial years of business, and the main reason is the lack of managerial skills combined with access to high-risk capital. In general, they would say that business incubators are places that provide infrastructure and shared administrative services to support the establishment and development of micro, small and medium enterprises.
Student entrepreneurial incubators play a significant role in economic growth and are established at economic as well as non-economic faculties and universities. They are a place where education, research and economy meet, where students find mentors who help them develop and implement business ideas, along with infrastructure, associated services and the eventual possibility of initial financing. The common characteristic of all student incubators is that their tenants are student companies. What is crucial in the sustainability of student companies is the mentoring by experienced professors/entrepreneurs who help solve business challenges.
Business incubators are primarily conceived as tools for economic development and the creation of new jobs, representing one of the most developed systems for supporting new businesses. The basic idea of the project “Network of Student Business Incubators” is to create the so-called in the first phase of the project. “virtual incubators” in a way that primarily provides support to “start-up” companies in the first years of their operations through consulting services, information on investment opportunities and the provision of other necessary infrastructure, all with the aim of ensuring their success on the market. The target group of this project are students from the Republic of Croatia with innovative business ideas that have great economic potential. Through their “start up” companies, students would solve business challenges aimed at creating new values with the help of mentors of various profiles.
In January 2013, the “Nikola Tesla” Polytechnic in Gospić signed a Partnership Agreement in the implementation of the “Network of Student Business Incubators” program with the Croatian Agency for Small Business and Investments (HAMAG INVEST) and the Zrinski Educational Group.
In the premises of the Polytechnic “Nikola Tesla” in Gospić on May 20, 2013, the project “Network of Student Business Incubators” was presented, in which teachers and students participated. The lecture was given by Mr. Veljko Pauš, senior consultant-specialist, from the Croatian Agency for Small Business and Investments (HAMAG INVEST). Then the role of the mentors involved in the project was clarified, which can be classified into three groups: professors, entrepreneurs and institutions (business banks, HAMAG INVEST….).

Project “Knowledge and cooperation to a recognizable product”

The project “Knowledge and cooperation to a recognizable product” was submitted to the open call “Education for entrepreneurship and trade”, as part of the European Social Fund Operational Program “Human Resources Development 2007-2013”.
The Polytechnic “Nikola Tesla” in Gospić is the project holder, while the project partners are: LAG Lika, LIRA (Development Agency of Lika-Senj County), City of Gospić, Croatian Employment Service – Regional Office Gospić, Lika-Senj County.
The main goal of the project is to encourage entrepreneurial culture through strengthening cooperation between entrepreneurs engaged in tourism and hospitality activities and producers of local products in Lika and strengthening positive attitudes towards lifelong learning.
The central problem is the weak cooperation between entrepreneurs and craftsmen engaged in tourism and hospitality activities and local producers. Among entrepreneurs, there is a mood as if “that something” is missing to create a strong sense of community and gathering around the realization of one’s own interests. It is necessary to invest additional efforts in the promotion of products, infrastructure and successful models with the aim of strengthening the cooperation of entrepreneurs in order to strengthen the entrepreneurial culture in this economically passive area populated by a predominantly older population with a lower educational status.
The main expected results are a strengthened entrepreneurial culture and intensified cooperation between local producers and tourist-hospitality entities, as well as an increased level of awareness of the importance of lifelong learning to strengthen the recognition of the gastro-tourism offer.
Activities that will be carried out in order to realize the project:
– Promotion of elements of the tourist infrastructure as a channel for marketing the products of local producers
– Promotion of local producers’ products to tourism and hospitality businesses
– Round table for local producers and tourist-catering trades on the possibilities of improving cooperation in order to strengthen the competitiveness of the gastro-tourism offer
– Organization of the forum “Combine knowledge with experience” and creation of a publication that promotes lifelong learning
– Creating a catalog to promote the use of local Lika products in tourism

Project “TRIPLE HELIX CONCEPT – All for sustainable development”

The project “TRIPLE HELIX CONCEPT – Everyone for sustainable development” was submitted to the open call for “Research scholarships for the professional development of young researchers and postdoctoral fellows” as part of the European Social Fund Operational Program “Human Resources Development 2007-2013”.
“Nikola Tesla” Polytechnic in Gospić is the project holder.
The problem that this project aims to solve is the development of the scientific competences of the teaching staff of the Polytechnic, and thus the raising of the quality of life of the residents of Lika-Senj County through the sustainable development of rural areas with associated protected areas. Specific goal of the project: Development of the triple helix concept in the area of Lika-Senj County, as a basis for the sustainable development of entrepreneurship in rural areas, through the strengthening of intellectual capacity and the application of knowledge. The target group of the project are young researchers (two employees of the Polytechnic-PhD students) who develop themselves and the environment in which they live and work.

Cooperation on the Entrepreneurship Incubator project for young people in Lika-Senj County

In cooperation with the Development Agency of Lika-Senj County (LIRA) and the Croatian Employment Service, the “Nikola Tesla” Polytechnic in Gospić is included in the project “Entrepreneurial Incubator for Youth in Lika-Senj County”. The goal of the project is to contribute to the economic development of the Lika-Senj County by encouraging self-employment.

Cooperation with the Lika-Senj County on the EU project “Development of the Investment Environment”

The purpose of the EU project “Development of the investment environment” is to create a positive impact on the investment climate in Croatian counties, thereby ensuring the Republic of Croatia’s competitiveness in the competition for foreign investment projects. The project is implemented using pre-accession assistance of IPA component III C, and is a continuation of the two previous phases of the Investment Certification Program for Regions (ICPR) implemented in 2006 and 2008 with EU (CARDS) and USAID funds. In 2011, Lika-Senj County was certified as a “Croatian Investor Friendly Region – CIFR” (Croatian region ready to welcome investors) through the Basic Program for Certification of Investment Regions (ICPR). Currently, Lika-Senj County is in the final phase of preparation for certification within the Advanced Investment Certification Program for Regions – AICPR (Advanced Investment Certification Program for Regions). Through this Program, counties undertake activities to improve the investment environment and increase competitiveness to attract domestic and foreign companies. In order to successfully implement activities within the mentioned Program, the County is establishing a group for public advocacy, which includes a representative of the Polytechnic “Nikola Tesla” in Gospić. The advocacy group includes representatives of relevant organizations that can add value to the advocacy process. Members of the group agree on their goals, which may include some of the following: • To ensure the exchange of information between businessmen, educational institutions and county agencies on issues related to the development of counties and the attraction of foreign direct investment as opportunities arise, • To encourage the removal of obstacles to the development of the investment environment, • Facilitate cooperation and enable all members to understand each other’s needs and challenges, • Strategically consider how to improve the investment environment and competitiveness in the country • Design visionary goals and action plans to make the country a “magnet” for attracting industry and services in targeted production sectors. • Forward agreed problems at the national level to the Ministry of Entrepreneurship and Crafts, which will further analyze them and ensure that key issues are directed to the relevant ministries with appropriate recommendations.

Research on the standard and quality of student life in the town of Gospić

Polytechnic “Nikola Tesla” in Gospić – Karst Center (expert-research center) and the Youth Council of the City of Gospić conducted a survey, the basic goal of which was to determine the living and cultural standard of students, that is, to determine to what extent the students of the city of Gospić use services and institutions which are available to them in order to improve the quality of their student life. The research was conducted with the aim of enabling students to express their suggestions and comments, all in the direction of improving the standards and quality of student life in the town of Gospić.
The research was conducted on students in two higher education institutions operating in the area of the city of Gospić: Polytechnic “Nikola Tesla” in Gospić and Faculty of Education Rijeka – Department of Teacher Studies in Gospić.
The research was conducted using the survey method. The survey questionnaire was composed in such a way that the first part of the survey questionnaire was set in the form of closed survey questions (questions with offered answers of intensity), while the second part was set with an open question – i.e. suggestions and comments of students where respondents give suggestions in their own words.

Working visit to the Academy of Sciences and Arts of Bosnia and Herzegovina – Center for Research and Sustainable Development of Karst

The second meeting on “Climatic changes and carbon cycle: investigations in canyons and caves” was organized by the Academy of Sciences and Arts of Bosnia and Herzegovina (ANUBiH) and its Center for Research and Sustainable Development of Karst. The meeting was held in the premises of the ANUBiH in Sarajevo, on the 22nd-24th. October 2009. Representatives of the Center for Karst from Gospić attended this interesting meeting of an international character, where one of the lecturers was also a member of the Governing Council of the Center for Karst, Prof. Dr.Sc. Ognjen Bonacci with the paper “What are and who caused recent changes in karst surface and underground environment”. Lecturers from Bosnia and Herzegovina, Croatia, Slovenia, etc. presented some of the most recent research of an interdisciplinary character on the increasingly pronounced impacts of climate change on the natural basis of some Dinaric karst systems. During the scientific gathering, representatives of the Karst Center held a meeting with representatives of ANUBiH and its Center for Karst Research and Sustainable Development; Academician Midhad Uščuplić, Head of the Center, M.Sc. Jasminka Mulaomerović and Mrs. Amra Avdagić, head of the service for scientific research projects and international cooperation, about the possibilities of cooperation between these two related institutions. Frameworks for cooperation have been agreed in principle, which will be formalized with the conclusion of the Cooperation Agreement soon. Special attention is directed towards projects related to the research and protection of border karst areas of the Republic of Croatia and the Republic of Bosnia and Herzegovina. The representatives of the Karst Center in Gospić, with particular satisfaction, invited the representatives of ANUBiH for a return working visit to Gospić.

Working meeting of representatives of the karst center and IHP-UNESCO

Member of the Administrative Council of the Center for Karst Prof. Ph.D. Ognjen Bonacci and representatives of the Center for Karst, director Jadranka Pejnović and expert associate Željko Župan, visited the UNESCO headquarters in Paris in April 2009 on the occasion of a working meeting with representatives of the UNESCO-IHP Internationale Hydrological Programme. Representatives of the Karst Center were received by Dr. sc. Alice Aureli (UNESCO-IHP- Internationale Hydrological Programme) and Robert Missotten (UNESCO-IGCP-InternationaleGeoscienceProgramme). The topics of the meeting included: a) The possibility of UNESCO’s cooperation with the Karst Center in the organization of the international interdisciplinary scientific conference “Sustainability of the Karst Environment – Dinaric Karst and other Karst Regions”, which will be held at the Plitvice Lakes, in the period from the 23rd to the 26th. September of this year and the possibility of printing the proceedings of the conference in IHP-VII Technical Documents in Hydrology b) Presentation of the DIKTAS project at the conference on Plitvice Lakes. The International Hydrological Program (IHP) aims at hydrological research in a changing environment, water management for the purpose of sustainable development and education, training and transfer of knowledge, while the International Geoscience Program (IGCP) is an interdisciplinary research program that in a multitude of geological problems of global importance, it provides geologists with a multinational platform for the exchange of knowledge and methodologies. Its goals are knowledge of global factors in the environment in order to improve the conditions of human life, development of effective methods for finding natural sources of energy and mineral raw materials, increase of knowledge about geological processes, improvement of methodology and technique of implementation of geological projects. Cooperation with the aforementioned programs under the auspices of UNESCO is of particular importance to the Center for Karst, especially in the promotion of the international scientific conference on Karst that the Center is organizing in September of this year. It is in the interest of the Center that an important international institution is involved in the publication of the proceedings of the conference, which will financially support the publication of the proceedings, but also, what is much more important, distribute the published proceedings to more and more important addresses around the world.

Speleological expedition “Cerovac Caves 2007”

Speleological Society “Karlovac” in cooperation with JU PP “Velebit” organized a speleological expedition to the Cerovac Caves in 2007 under the auspices of the Croatian Speleological Association and the Karst Center. The fundamental goals of this expedition were to deepen the knowledge about the Cerovački caves (their speleological features), to create a platform for the high-quality valorization of the caves as a first-class element of natural and historical heritage, and to spread knowledge about the aesthetic, touristic, economic and scientific value of the Croatian karst and its subsoil. The Karst Center supported this project and deepened inter-institutional cooperation along the lines of: JU PP “Velebit- SD “Karlovac” – Center for Karst.

Rural development of Croatian karst

The basic long-term goals of the program are the regionally balanced economic development of karst areas through structural support for areas with weaker production possibilities, the development of a system of sustainable and ecological agriculture, the development of tourism, integral economic development based on spatial specificities.

Management in the protected nature area of the Croatian karst area

This multidisciplinary project was conceived from the point of view of systems science, in order to create instructions for a complete overview of the protected natural space and the interdependence of the comprehensive life processes that take place within it, and to draw conclusions about management taking into account the environment of the space.

Organization of the 3rd international scientific and professional conference “The Legacy of Nikola Tesla” – integration of digital solutions

Nikola Tesla left a great legacy in the field of electrical engineering and engineering, and his inventions and ideas influenced many aspects of modern life. The integration of digital solutions into the area of Nikola Tesla’s heritage can provide new ways to study, preserve and popularize his work.
In order for the name of Nikola Tesla to bring together as many scientists and experts as possible who will present their vision of digital solutions in the wake of his inventions, Polytechnic “Nikola Tesla” in Gospić, in cooperation with the Institute of Social Sciences Ivo Pilar, is organizing an international scientific conference entitled “LEGACY NIKOLE TESLA – INTEGRATION OF DIGITAL SOLUTIONS”.
The “Nikola Tesla” polytechnic in Gospić is one of the key institutions in creating a more economically and technologically vibrant environment, guided by the principles of the inventor Nikola Tesla, who was born in the village of Smiljan, not far from the town of Gospić. The conference is an opportunity to present different opinions and scientific views on the same topic in one place. We live in the time of Tesla’s legacy, the integration of digital solutions can provide new opportunities to preserve and popularize his work. It can also help raise awareness of the importance of his legacy and inspire new generations of engineers and scientists to follow in his footsteps and create new ideas and innovations.

Organization of the 4th international scientific and professional conference “Digitalization, new technologies and information society in the development of rural areas”

The fourth international scientific and professional conference entitled “DIGITALIZATION, NEW TECHNOLOGIES AND INFORMATION SOCIETY IN THE DEVELOPMENT OF RURAL AREAS” was organized to examine the current situation of the use of digitization and new technologies in the development of rural areas, and in accordance with the data of the European Committee of the Regions, which states that rural and transitional areas make up 88% of the territory of the EU, 55% of its population lives in them, 43% of gross added value is realized and 56% of all jobs in the EU are located there.

Also, the declaration “Smart and sustainable digital future of European agriculture and rural areas” states that “…Digital technologies such as artificial intelligence (AI), robotics, block chain technology, high performance computing (HPC), Internet of Things (loT) and 5G networks, can potentially increase the efficiency of agricultural holdings and improve production, and also contribute to improving the sustainability of agricultural systems from an economic, social and environmental point of view, as is the case in other sectors.” Therefore, rural development is extremely important and a key means of achieving the goal of territorial cohesion contained in among other things in the Treaty of Lisbon.

The conference was attended by authors with 17 scientific and professional papers from the following thematic areas: political strategies for the development of rural areas, policies of the European Union in the development of rural areas, improving the quality of life in isolated and sparsely populated areas, diversification and development of economic activities, management and marketing – practice and trends, e-entrepreneurship as a development opportunity for rural areas, association of small and medium-sized entrepreneurs, development of non-motorized transport, traffic and ecology, traffic safety, perspectives of sports in the development of rural areas, digitalization and intelligent transport systems, legal status of agricultural land, legal protection environment and ecological production, new technologies and information society in the development of rural areas, the pandemic of the COVID-19 virus and its impact on trends in the economy, economy and rural development.

Organization of the 3rd Interdisciplinary Scientific-Professional Conference “Sustainable Development of Rural Areas 2017”

The Polytechnic “Nikola Tesla” in Gospić strives to cultivate the tradition of holding a scientific-professional conference on the topic “Sustainable development of rural areas” and thus participate in a wider scientific-professional discussion related to the development of rural areas. This is one of the primary goals of regional development strategies to which the Polytechnic, as an active and relevant member of the local community, wants to contribute.

This conference, like the previous ones, included the following thematic areas: intelligent systems; sustainable economic activities; management and marketing-practice and trends; small and medium entrepreneurship, public-private partnership, family farms; ecology and environmental management; traffic safety; legal regulation.

It is necessary to highlight the holding of the round table that took place as part of the conference on the topic “Broadband access to the Internet and the development of smart cities as a prerequisite for the development of rural areas”. Moderators of the round table were Assoc. Ph.D. Marija Boban from the University of Split Faculty of Law and M.Sc. Mario Weber, Director of the Croatian Regulatory Agency for Network Activities – HAKOM.

The aim of this round table was to familiarize the participants with the strategies for the development of smart cities in the environment of information and communication technologies and globalization processes, where modern technological solutions play an important role in increasing the quality of life, sustainable development of the community and energy efficiency, which become a fundamental prerequisite for self-sustaining economic development in rural areas as well. environments.

Organization of the 1st interdisciplinary scientific-professional conference with international participation “Sustainable development of rural areas”

Strengthening international cooperation, exchange of knowledge and experience with scientists and experts, presentation and publication of scientific and expert articles represents an exceptional contribution to strengthening the institution and developing the knowledge society.
In October 2013, the Polytechnic “Nikola Tesla” in Gospić held the 1st interdisciplinary scientific-professional conference with international participation on the topic “Sustainable development of rural areas”. One of the priorities in the economic strategies of the Republic of Croatia is certainly the sustainable development of rural areas, recognized as an important link in increasing the competitiveness of the Croatian economy within the framework of Europe. The rural areas of the Republic of Croatia are largely characterized by weak economic development, insufficient production and productivity, a lack of entrepreneurial climate and technological innovation, with often pronounced demographic problems. On the other hand, these are also areas rich in natural and other resources with exceptional opportunities for development.

An interdisciplinary and comprehensive approach is certainly necessary to this complex issue, defining and implementing a modern strategy of sustainable rural development, in terms of economic, ecological, demographic and social strengthening of the rural area. Therefore, the conference was conceived as an opportunity to cover several aspects of sustainable development of rural areas, exchange experiences and knowledge, professional and scientific achievements, and thus contribute to finding the best solutions for the sustainable development of rural areas of the Republic of Croatia.

The main topic of the conference was “Sustainable development of rural areas”, which was elaborated into sub-topics Political strategies, Improving the quality of life in isolated and sparsely populated areas, Accession to the European Union – economic effects, Diversification and development of economic activities, Management and marketing – practice and trends, Agrarian economy, Association of small and medium-sized entrepreneurs, Development of non-motorized transport, Transport and ecology, Traffic safety, Intelligent transport systems, Legal status of agricultural land, Legal protection of the environment and ecological production, New technologies and information society in the development of rural areas.

At the conference, 39 peer-reviewed papers were presented, which were combined in the Proceedings – 1st interdisciplinary scientific-professional conference with international participation “Sustainable development of rural areas” of the Polytechnic “Nikola Tesla” in Gospić, 17-18. October 2013 (ISBN: 978-953-56202-3-5).

The ceremonial part of the opening of the conference as well as the invited lectures of respected experts and scientists was held in the Cultural and Information Center in Gospić, while the remaining working part of the conference was held in the premises of the “Nikola Tesla” Polytechnic in Gospić. The lectures were held in parallel in hall 6 and hall 4.

In the informal part of the conference, an excursion was organized on October 18, 2013, where the conference participants visited the “Nikola Tesla” Memorial Center in Smiljan, the Like Gospić Museum, the Cerovačke špilje (near Gračac), and ended in Zrmanja.

“Geotourism in the Republic of Croatia”

A thematic conference on the development of special forms of tourism was held on the topic “Geotourism in the Republic of Croatia”. The conference was organized by TZ Lika-Senj County, NP Plitvička jezera, Polytechnic “Nikola Tesla” in Gospić – Karst Center, and UHPA – Association of Croatian Travel Agencies.

The goal of the conference was to consider the perspective and issues of the development of special forms of tourism based on specific motives, needs and wishes of tourists, as well as the popularization of natural and cultural heritage and their preservation. The conference brought together representatives of travel agencies, tourist boards, and other business entities, institutions and organizations that directly or indirectly participate in the creation of Croatia’s tourist offer.

“Entrepreneurship and youth”

Organized by the “Nikola Tesla” Polytechnic in Gospić and the Youth Council of the City of Gospić, a lecture on “Entrepreneurship and youth” was held.

The aim of the lecture was to show young people the current situation in regional and local entrepreneurship, as well as development guidelines and the possibility of using EU funds.

The guest lecturers were successful entrepreneurs Mrs. Blaženka Jurčić (“Lika-svjetlo” d.o.o.) and Mr. Danijel Tušak (“Tušak” d.o.o.), and experts from the economic sector of Lika-Senj County: Mrs. Ana Rukavina-Stilinović (Head of the Administrative Department for the Economy of Lika-Senj County), Mrs. Mira Jurišić (Council for European Integration of Lika-Senj County) and Mr. Andrija Brkljačić (Development Agency of Lika-Senj County – LIRA).

“Tourist usability of the relief of Lika and karst – Let’s get to know the exceptionalities of Lika-Senj County”, Ph.D. Srećko Božičević

In the Cultural and Information Center in Gospić, a lecture by Ph.D. Srećka Božičević on the topic “Tourist usability of the relief of Lika and karst – Let’s get to know the exceptionalities of the Lika-Senj County”. The lecture itself is best described by the words of the lecturer himself, Ph.D. The luck of Božičević:

“Among the wealth of surface relief exceptionalities of our homeland Croatia – specificity is certainly a fact – insufficiently known and unused interest of our Lika! There is the great expanse and variety of its fields, and the streams of the Lika and Gacka sinkholes bounded by mountain elevations from their east and west to the south and north. The most striking massif of the Velebit mountain, which covers part of the horizon, seems to separate this space, but with the abundance of clouds and wind in the sky above it, and with the coastal springs and hot springs of the Lika sinkholes, it actually unites and connects it into one – let’s say – otherworldly environment.

While for you residents of Lika and the Lika foothills by the sea, it is just ordinary everyday life – for many from our northern green plains, and even more so for our foreign visitors – it is a surprise and amazement due to its originality and visual diversity. The “miracle” of water in the waterless karst, the “miracle” of stone with a green olive tree and the shade of a century-old oak on the gray rock of precipitated limestone is the basis on which the inhabitants of this region survive with all their material and immaterial traces of preserved heritage against climatic and historical winds. It is my wish, through my presentation documented with maps and recordings, to warn the leaders of the tourism development of this county – as well as other nature lovers – about at least one part of these values on the many roads and paths of the accessible area of Croatia.

You don’t need to invest anything in many of these phenomena – you just need to protect them or protect them from unwanted devastation and bring them closer to everyone interested in a planned educational way and point out to them the interesting part that Lika offers them. It is necessary to interest those who only heard about it from others and warn them in a proper and truthful way!

People say – where there is a desire, there is also a path to success.”

International interdisciplinary scientific conference “Sustainability of karst environment – Dinaric karst and other karst regions”

Under the auspices of the Ministry of Science, Education and Sports and the Ministry of Culture of the Republic of Croatia, the Karst Center organized an international interdisciplinary scientific conference “Sustainability of the karst environment – Dinaric karst and other karst regions”. In addition to the general sponsors of the conference, we emphasize that this scientific conference is also supported by important international institutions such as the American Institute of Hydrology (AIH), the International Hydrological Program-UNESCO (IHP-UNESCO), the World Meteorological Organization (WMO), the Croatian Commission for UNESCO, the International Association for Hydrological Sciences (IAHS/AISH) and the International Association of Hydrogeologists (IAH). From the national institutions, patronage and sponsorship was provided by Hrvatske vode, Fund for Environmental Protection and Energy Efficiency, JU NP Plitvička Jezera, Croatian Geological Institute, Geotechnical Faculty Varaždin, City of Gospić and Lika-Senj County.

One of the most beautiful karst phenomena in the world, the Plitvice Lakes, gathered 128 world-class scientists and experts, who are engaged in researching various aspects of karst. A special thematic emphasis of the conference was placed on the Dinaric karst, which represents the starting point for the study of karst on our planet. Given that this conference certainly represents one of the most significant international gatherings organized in recent years, related to karst issues, we were given an extraordinary opportunity to present to the world the beauty of Croatian karst, as well as the achievements of Croatian scientists in all fields of karstology, known and recognized on a global scale .

The conference was officially opened by the president of the international scientific committee, respected Croatian hydrologist and member of the Karst Center’s Governing Council, Prof. Dr.Sc. Fiery Bonacci.

During the three working days of the conference, a total of 85 scientific and professional papers with the latest findings in the field of karstology were presented, of which 67 were oral presentations, including 14 plenary lectures. 18 poster presentations were also presented.

Karstologists from all over the world participated in the conference – Croatia, Spain, France, Austria, Germany, Switzerland, Italy, Ireland, Great Britain, Greece, Albania, Serbia, Bosnia and Herzegovina, Slovenia, USA, Australia, Canada, China. The fact that a session of the Karst Commission, an international scientific body that gathers the world’s leading karstologists, took place within its framework certainly ensured a special confirmation of the conference. The session was chaired by the president of the Karst Commission, Nicko Goldscheider from Switzerland. At the end of the conference, the Center for Karst and the Karst Commission jointly awarded prizes to the best young karstologists participating in the conference. Andreas Hartmann from Germany was awarded for the work “A “grey box” approach to model epikarst flow and hydrochemistry in different climatic regions”, Caoimhe Hickey from Ireland for the work “The use of multiple techniques for investigation into the flow-lying karst of Western Ireland” and Gregor Kovačić from Slovenia for the paper “Contribution of time series analysis to the study of the Malešnica karst spring, Slovenia”.

The Karst Center award for the best poster “Typology of Vis Island based on the influence of geological, geomorphological and pedological characteristics on natural and cultural landscape” went to Sanja Lozić, Kristina Krklec and Nina Lončar. A tour of Plitvička Jezera National Park and a one-day professional excursion with the expert guidance of Ph.D. Aleksandar Lukić and Ph.D. Neven Bočić under the title “Cultural and natural sights of Lika and Velebit”. The participants of the conference saw the Krbavsko polje, the Cerovačke šplje, the Baška Oštarija pass, the Nikola Tesla Memorial Center in Smiljan, the Kruščica reservoir and dam, and the Sklope HPP, and finally the sources of the Gacka River. In cooperation with the Karst Center and IHP-UNESCO, a collection of papers presented at the conference as part of IHP-VII Technical Documents in Hydrology will be published.

“Hydrological analysis of the rivers Lika and Gacka”, Prof. Ph.D. Fiery Bonacci

Organized by the Center for Karst and Croatian Waters, a lecture was held by the world-renowned hydrologist Prof. Ph.D. Ognjena Bonaccia from the Faculty of Civil Engineering and Architecture of the University of Split on the topic “Hydrological analysis of the rivers Lika and Gacka“.

The lecture held in the premises of the Cultural and Information Center was attended by about fifty interested participants from numerous scientific and research and public institutions, as well as representatives of local and regional administration and self-government.

Prof. Ph.D.Sc. During the lecture, Ognjen Bonacci presented the results of his own scientific research, which indicate the underground connection of the waters of Lika and Gacka. Prof. Ph.D. made significant observations. Bonacci came primarily through analysis from the hydrological aspect. The connection of the waters of the rivers Lika and Gacka is certainly an important indicator of exceptional importance for the segment of the protection of water resources of those two rivers, and must be taken into account in any further and future planning.

After the lecture by Prof. Dr.Sc. Ognjena Bonaccia opened a constructive discussion during which there was an exchange of numerous rich experiences and knowledge of the lecture participants, eminent experts in the fields of geology, hydrology and hydrogeology. In the future, the Center will continue to organize such and similar professional gatherings aimed primarily at the proper evaluation and protection of the natural assets of the Croatian karst.

“Lake Vrana and its surroundings as an economic area”

In Pakoštani, a round table was held on the topic “Crow Lake and its environment as an economic area” organized by the Croatian Society for Systems, the Center for Baptism and the JU Nature Park “Crow Lake”. A total of 28 participants attended the round table. Presentations and discussions were focused on the fundamental issues of the protected area, from the natural basis to the interaction of man and his natural environment, the economic possibilities of the protected area, etc. The round table discussed the following topics: Acceptable economic activities in protected areas of nature (Zoran Šikić, assistant of the Minister of Culture), Sustainable development of settlements in the wider area of Lake Vrana (Prof.D.Sc. Dane Pejnović), Hydrogeological characteristics of the area of Lake Vrana (Prof.Dr.Sc. Božidar Biondić), Sustainable cultivation of plants and protection of Lake Vrana (Prof.Dr. Davor Romić, Ph.D.), Soil protection of the wider lake area (Prof. Ferdo Bašić, Ph.D.), Management of the ichthyofauna of Vrana Lake (Emin Teskeredžić, Ph.D.), Lake Vrana and its environment as an economic area (Marijan Andrašec), How we conceived the project “Management in a protected area of nature” (Prof. Juraj Božičević, Ph.D.).

In the Cultural and Information Center in Gospić, the 2nd Consultation of the Center for Karst “Croatian Karst and its Economic Development” was held under the high patronage of the Croatian Parliament. The consultation brought together scientists, experts and businessmen whose interest is the study and development of the karst area of the Republic of Croatia. The programs of the Center for Karst, which would represent the backbone of sustainable economic development of the karst area, were presented at the Consultation. “Croatian Karst” – the newsletter of the Center for Karst

The program activity of the Karst Center is focused primarily on the planning, implementation and coordination of projects with the fundamental goal of economic revitalization and affirmation of the Croatian karst area. Encouraging and considering projects related to the sustainable development of Croatian karst is an extremely complex and multidisciplinary process, which requires the connection of the most diverse profiles and spheres of interest, from scientific and research, economic, cultural, publicity, etc. Since the Center’s activities are of general interest to Croatian karst area and all its inhabitants, it was decided that one of the best ways to inform the general public about the work and achievements of the Center is through a special newsletter “Hrvatski krs”, which the Center will independently edit and publish.

The gazette “Hrvatski karš” was published in the period from 2007 to 2010. and 7 issues were published.

Action plan for the implementation of the Lika-Senj County Human Resources Development Strategy for 2016

On January 28, 2016, the Assembly of the Local Partnership for Employment of Lika-Senj County adopted the Action Plan for the implementation of the Lika-Senj County Human Resources Development Strategy for 2016. (download)

21 projects are planned in the action plan for 2016. They are aligned with the Human Resources Development Strategy and are planned to be implemented in a shorter period, and their successful implementation will depend on the capacities of potential applicants and on the announcement of tenders to which the same projects can be applied.

Projects that, for objective reasons, are not implemented in the time provided will be the basis for the creation of a new Action Plan for the following year.


 

Report on the implementation of the Lika-Senj County Human Resources Development Strategy for the period 2014-2020.

Report on the implementation of the Lika-Senj County Human Resources Development Strategy for the period 2014-2020. (hereinafter the Strategy) is an integral part of the project “Local Partnership for Employment of Lika-Senj County” co-financed by the European Union within the IPA IV Human Resources Development 2007-2013 program.

The aim of the Report is to evaluate the immediate results of the implementation activities and the impact of the Strategy in a period of one year (August 2014 to August 2015).

On January 28, 2016, the Local Partnership for Employment of Lika-Senj County adopted the Report on the Implementation of the Strategy (download), which will be available on the official website of the Local Partnership for Employment of Lika-Senj County.


 

Budgeting and financial monitoring

On 30.10.2015 In 2008, members of the Local Partnership for Employment of Lika-Senj County attended a workshop on “Budgeting and financial monitoring”.

Topics covered at the workshop:

Allocation of funds for project activities; Grouping of requested resources in the budget; General rules of project budgeting (acceptable and unacceptable costs, different units and rate units); Types of costs (human resources, travel costs, equipment and consumables, branch office, other costs, reserve funds and administrative costs); Justification of the budget; Co-financing and pre-financing; Cleaning the budget; Budget implementation and financial monitoring.

  • An e-base of final theses has been established, which is available on the Polytechnic’s official website with a brief content of the thesis, while complete papers can be consulted in the Polytechnic’s library;
  • Continuous collection of scientific and professional works of Polytechnic teachers. Database of the list of works, as well as possible insight into the works in the Polytechnic library;
  • Cooperation in the organization of the presentation of the contest “Our contribution to the community” in the organization of the National Foundation for the Development of Civil Society as well as the Kajo Dadić Foundation, the presentation was held on September 17, 2014 in the premises of the Polytechnic “Nikola Tesla” in Gospić.
  • Organized presentation of the Local Action Group-LIKA (LAG-LIKA) where the work of the LAG was presented as well as the possibility of co-financing projects from the Rural Development Program 2014-2020, the presentation was held on September 17, 2014 in the premises of the Polytechnic “Nikola Tesla” in Lady.
  • Participation of Karst Center employees as well as a member of the Working Group for Professional Research Activities, Mr. P. Brlek, at the presentation of the draft Rural Development Program as well as the draft LEADER measure 2014-2020. In addition to LAG – LIKA as the organizers of the presentation, the Ministry of Agriculture of the Republic of Croatia and the Lika-Senj County organized a presentation with the aim of presenting. The presentation was held on May 12, 2014 in Gospić, Kino Korzo.
